Across engineering and platform-services firms executing this kind of EU nearshore build, the functional pressure concentrates in three areas: delivery leadership with regulated-client experience under EU data frameworks, commercial operators who can run enterprise sales cycles in markets where vendor trust is built through local presence, and the legal-and-compliance capability to operationalise data residency commitments before they become a client-negotiation liability.
