The Orange–Morrison €3 billion data center joint venture in France is the closest structural analog, a capital-intensive, multi-party infrastructure commitment tied to a named performance target, and it shares the same underlying dynamic: scale that requires dedicated program governance rather than standard commercial contracting. Companies operating at this stage of large-scale network deployment in emerging-market corridors face concentrated demand for program delivery leadership with multi-vendor integration experience, commercial and regulatory operations capable of managing state-adjacent infrastructure relationships, and technical leaders who can translate network performance data into bankable customer commitments.
