Signals at CelcomDigi

Restructuring

Asia

CelcomDigi implementing ongoing operational excellence (OE) programme targeting RM700-800 million in annualised savings (opex and COGS). Programme designed to offset equity accounting impact of Digital Nasional Bhd (DNB) losses beginning Q3/Q4 FY26.

Leadership read: CelcomDigi's OE programme is not a routine cost-reduction exercise. By anchoring it explicitly to offset equity accounting losses from DNB, management has committed to a structural savings target that must perform on a defined timeline: Q3/Q4 FY26 through at least FY28. That means the programme is now load-bearing rather than discretionary. The RM700–800 million annualised target has to absorb an external liability (DNB losses) whose trajectory is not fully within CelcomDigi's control, creating a hard dependency between internal execution and a shared-infrastructure entity's operational turnaround. This is one of twelve restructuring signals we have tracked across Asia-Pacific and global markets in the last 90 days. The comparables vary widely in trigger, but a consistent shape emerges: companies using cost programmes to buffer losses or earnings volatility originating outside their direct operating perimeter. Lendlease's capital-release programme amid a posted loss and Alibaba's divestiture-driven reorganisation share that structural logic, as does Modernland's second bond restructuring under liquidity pressure. The common thread is programmes designed to create internal financial headroom against externally sourced risk, not operational underperformance at the core. Across companies at this stage of merger-driven integration plus shared-infrastructure exposure, functional demand concentrates in two areas: financial operations leadership capable of modelling and managing equity-method accounting as a live earnings variable, and procurement and vendor operations leadership able to convert broad cost targets into auditable, quarter-by-quarter savings without degrading network quality commitments made to regulators and customers.
